Percentage of non-compliant Jigsaw Support Contracts

Two of our 22 Jigsaw Support contracts were non-compliant during Quarter 4. The first, the Liverpool Complex Needs service, was expected to have 30 properties available by the end of the 2023/24 financial year. Nine properties have been made by Redwing Living after a further three properties were made available during the Quarter. The property delay continues to mean that recruitment of keyworkers has not taken place as expected and number of people in service is behind target. The Commissioners remain satisfied with Jigsaw Support’s service offer with the property delay outside of our control. The second, Support to Succeed, is a new employability programme that supports economically inactive residents across Greater Manchester to overcome complex barriers to employment. The service was due to commence 1st January 2024. Service delivery commenced in mid-February following contracting delays. This delay and early challenges on-boarding people meant that 52 people have commenced support which is 59% of target. Performance is expected to improve in Quarter 1 with a full staff team now in place.
